The statement was made as part of a report by Lower Merion Police Supt. LOWER MERION > Township officials say the actions of the officers involved in the recent Penn Wynne snow shoveling incident conformed to policies and training of the department and the reason the men were stopped was because they were seen violating the township ordinance on soliciting.
